PROJECT SUPPLY CHAIN MANAGER

Our client, leaders in the Offshore Energy industry, are looking for a Project Supply Chain Manager, to work for them in Suresnes, Paris.

Mission Title: Project SCM Management

Location: Suresnes, Paris

Start Date : ASAP

Duration : For 6 months (potentially 12 months)

Expertise in the Supply Chain Management (SCM) discipline, the Offshore Oil & Gas/Energy Industry & Project Management is essential.
Job Requirements:

* Set up an optimum functional organisation in terms of resources and procedures and ensure that the SCM personnel assigned to the Project are aware and work to approved procedures and in accordance with the Business Conduct Policy.
* Implementation of HSES Objectives.
* Management for dedicated SCM resources assigned to the Project.
* Development and supervision and update of the Project Procurement Plan and providing regular and accurate status of SCM activities by means of appropriate reports.
* Review and finalise the Project Bidders Lists based on Company approved Suppliers Lists and in accordance with the approved SCM Group strategy.
* Organisation of Project SCM Kick off Meeting.
* Preparing the Project Special Terms & Conditions of Awards (including flowdowns from the Main Contract) with the assistance of the SCM Contract Engineer.
* Ensure the enquiries are issued in line with contractual requirements and company procedures, liaising with Project Engineering Manager for review of technical clarifications or deviations.
* Ensure technical and commercial discussions with Suppliers and Subcontractors take place in a professional and ethical manner.
* Review bid evaluation tables and recommendations, and ensure their approval by the proper authorised personnel.
* Management of the preparation of Awards.
* Overall coordination on the Project between Purchasing, Inspection, Expediting and Transit activities.
* Follow-up of SCM budget and report any major deviation.
* Interface management with Engineering and ensure coordination on the Project beteween SCM and Engineering, QA, QC, HSE and Operations.
* Liase with Project Controls for Authorisation for Commitment on Expenditure (AFCE) approval and Suppliers/Subcontractors invoicing.
* Proper closing out of the Contracts with Suppliers/Subcontractors.
* Project Close out Report incorporating SCM lessons learnt and analytical data related to SCM activities.
* Assessment of Suppliers are performed in time.
